The Government is set to introduce a new tax measure designed to encourage the use of land for residential development: the Residential Zoned Land Tax (RZLT). Here, we’ll break down what the RZLT is, whether you might be liable, and how Fitzpatrick & Heavey Homes can help landowners navigate this change.
What Is the RZLT?
The Residential Zoned Land Tax is a new annual charge that will apply to certain lands zoned for residential use but not yet developed for housing. The purpose of this tax is to incentivise landowners to either develop their land or sell it for development, thereby addressing Ireland’s housing shortage.
Am I Liable?
You might be liable for the RZLT if you own land that:
- Is zoned for residential use or mixed-use that includes a residential component.
- Is serviced or can be serviced with the necessary infrastructure, such as water, sewage, and roads.
- Is zoned as residential but is not being actively developed for housing.
The Government has published draft maps identifying lands that are subject to the RZLT. Landowners have the opportunity to review this map and, if necessary, submit an appeal before the final maps are published in December 2025.
When Will It Be Introduced and How Is It Charged?
The RZLT will come into effect on February 1, 2024, and the first charge will be due in 2025. It will then be applied annually. Landowners are encouraged to take action now to avoid unnecessary tax liabilities.
The tax will be levied at a rate of 3% of the market value of the land each year. This means that landowners with undeveloped, residential-zoned land could face a significant recurring cost if they do not act.
For example, let’s say you own a piece of residential-zoned land valued at €500,000. Under the RZLT, you would face an annual tax charge of:
€500,000 x 3% = €15,000 per year.
This ongoing financial burden highlights the importance of either developing the land or selling it to avoid the tax.
